I’m a bit confused. The article states, “[CPP2] established emissions standards…which are unattainable with currently available technologies and which would result in reduced net generator capacity of 25-40% if advanced versions of those control technologies were able to achieve the required emissions reductions. CPP2 is essentially a wind, solar and storage mandate.”

Perhaps it’s my pea brain, but if net generation is reduced 25-40% if utilities somehow succeed in controlling emissions.

But if they are unable to do so (likely, since the tech ain’t there, yet…)…what occurs then?

I realize many of the rule & reg writers care not at all about ratepayer costs, and that currently wind/solar & storage cannot replace thermal generation.

Rolling blackouts, followed by accusations of industry failure, possibly followed by industry nationalization. I am reasonably convinced that the Biden Administration and the Democrats intended the industry to fail to meet the demand of "all-electric everything" with wind, solar and batteries timely. The industry would also have been blamed for failing to reduce consumer costs while transitioning to "cheaper" generation.
