I don't think the American public is ready to accept frequent rolling blackouts as the standard of utility electric service. Unreliability sould certainly be a social cost of mandates, but it will be blamed on the utilities rather than the mandaters. The "Blame Game" is already afoot.
Would it be fair to say that it ids likely we just have to learn to live with regular blackouts and that is another social cost of mandates?
